Acquisition Scheduler
LOCATIONS: Dahlgren, VA
PURPOSE:
BCF Solutions, Inc. Defense & Space Division
is hiring full time Schedulers to conduct budget integration for the Missile Defense Agency (MDA). BCF
seeks analysts to provide a range of capabilities to support the Aegis Program Office with Integrated
Master Plan/Integrated Master Schedule policy; schedule development, implementation, and analysis; and
schedule integration with program EVM and budget status. Candidate will use a specific scheduling toolset
to provide depth of focus in this area. The analysts will be responsible for ensuring that the project
implements and maintains the program requirements and timelines. The Analyst is expected to define the
schedule of a project or task, be self-sufficient, and require minimal supervision.
ESSENTIAL FUNCTIONS:
Create, analyze, and status Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) to meet
project requirements for the program.
Analyze Original Equipment Manufacture schedules and generate status reports/program updates.
Support program baseline strategies, plans, analysis, reports, and other documentation.
Candidate will use a specific scheduling toolset to provide depth of focus in this area.
Conduct integrated analysis including schedule variance, EVM risk, schedule status, and schedule analyses,
etc. and propose recommendations for mitigation.
Performs non-routine analyses and prepares non-routine status reports.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE:
BA/BS or above required, MA/MS preferred.
At least 8 years experience with earned value management processes and scheduling is required.
Experience in Department of Defense and MDA Programs highly desired.
Knowledge and experience in acquisition, procurement, and contracting is required.
PREREQUISITES:
Must possess a Secret clearance.
An active DoD Secret clearance is highly desirable.
ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
Must be proficient with MS Project.
Strong MS Office skills, particularly Excel and PowerPoint, experience in the use of wInsight,
Risk+, KIDASA or similar analysis tools or with Scheduling and Risk analysis tools, and relational
database tools for data management and reporting.
Knowledge of DoD Acquisition Life Cycle and plus.
Must be a self starter, detail oriented, able to support multiple projects, possesses excellent
communication skills, works well with a team, interacts with multiple levels and functions within
the Program Office, being able to manage customer and contractor relationships.

Operations Research Analyst
LOCATIONS: Dahlgren, VA; Colorado Springs, CO; Huntsville, AL
PURPOSE:
BCF Solutions, Inc. Defense & Space Division is hiring full time Operations Research Analysts (Intermediate and Senior Level positions) supporting the development, fielding, and integration of the Missile Defense Agency’s Ballistic Missile Defense System (BMDS). We are currently seeking analysts to support the Cost Estimating and Analysis functional organization. This may include core cost analysis support or matrixed support within various program offices.
ESSENTIAL FUNCTIONS:
Develop, present and defend cost estimates, cost estimating relationships, and mathematical cost models.
Develop cost estimating relationships using applied mathematical approaches like probability, statistics, regression analysis, linear algebra, learning curves, and data collection required.
Use of DD Form 1921s to obtain essential cost data from contractors for the purpose of establishing a credible cost database for use in analysis required.
Participate in business case analyses.
Collect and manage cost data, technical baseline data, cost research/analysis and coordinate findings internally and externally.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE:
BS Degree required, preferably in Mathematics, Operations Research, Economics, Statistics, or Industrial Engineering.
Advanced Degrees (MS or higher) are required for senior positions, preferably in Mathematics, Operations Research, Economics, Statistics or Industrial Engineering.
At least one year experience in Department of Defense cost estimating activities required.
Knowledge and experience in Ballistic Missile Defense System, particularly missile, sensors, and battle management technologies preferred.
PREREQUISITES:
Must possess a Secret clearance.
An active DoD Secret clearance is highly desirable.
ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
Working knowledge of Excel, ACEIT, @Risk, PRICE, Crystal Ball or other cost, parametric, and risk analysis tools.
Membership in SCEA prefered, SCEA certification highly desired.
Candidate must possess exceptionally strong analytical skills.
Must be a self starter, detail oriented, able to support multiple projects, possesses excellent communication skills, works well with a team, interacts with multiple levels and functions within the Program Office, being able to manage customer and contractor relationships.

Acquisition Analyst

PURPOSE:
BCF Solutions, Inc. Defense & Space Division is hiring full time Mid-Level and Senior Level Acquisition Analysts to provide the Missile Defense Agency (MDA) Programs elements with development and execution of acquisition and program management strategies, decisions, and supporting documents that adhere to the Ballistic Missile Defense System (BMDS) and approved Program baselines.
ESSENTIAL FUNCTIONS:
Provide analysis and assessments of data, policy, directives, guidance, and instructions.
Analyze acquisition and program management practices and provide recommendations.
Prepare acquisition and program management documentation, briefings, white papers, reports, metrics, and correspondence in the performance of this task.
Facilitate BMDS program development and deployment by establishing acquisition and contracting policies and processes.
Develop direction and guidance for the BMDS and associated programs, assessing program performance. Assist in program baselines developing, maintaining, and reporting.
Provide support through all phases of the acquisition cycle.
Perform other duties as assigned.
